Re: Enforcement of Medicaid Provider Qualification Regulations
Dear Ms. Richardson: I am writing to express the concerns of the American Speech-Language Hearing Association (ASHA) regarding state's misinterpretation of federal Medicaid provider qualification regulations. ASHA is the national scientific and professional association representing more than 96,000 speech-language pathologists, audiologists, and speech/language/hearing scientists. Federal Medicaid regulations define provider qualifications for participation in the Medicaid program. Currently, these regulations stipulate the qualifications of speech-language pathologists and audiologists. The regulations state that certain services (Footnote 1) "may only be provided by or under the direction of a speech pathologist or audiologist, for which a patient is referred by a physician or other licensed practitioner of the healing arts within the scope of his or her practice under state law." 42 C.F.R. § 440.110(c) (1998). These regulations further define a "speech pathologist" or "audiologist" as an individual who: (i) has a certificate of clinical competence from the American Speech and Hearing Association;

Individuals have the opportunity to ask questions pertaining to Special Education issues and problem resolution. However, I have significant working knowledge in all areas of Special Education including: Initial referrals, IEP goals, IEP teams, Positive behavioral plans, Inclusion, Transitioning, Suspension, expulsion and 504 plans.   • Those who perform service or repair on motor vehicle air conditioners for consideration (for pay), including CFC-12, HFC-134a and EPA acceptable blend refrigerant a/c systems.
  • Those wishing to purchase CFC-12 and/or any "blend" refrigerants approved by EPA for automotive use.
  • Those wishing to purchase CFC-12 in small containers (cans). Section 609 certification is the only certification that allows the holder to purchase CFC-12 in any size container, including containers under 20 pounds.
How do I become certified? About the EPA Regulations .......
The 1990 Clean Air Act Amendments (CAAA) incorporated a production ban on ozone-depleting substances, including CFC-12. One of the largest uses of CFC-12 is as a refrigerant in motor vehicle air conditioners (MVACS). Section 609 of the CAAA gives the Environmental Protection Agency (EPA) the authority to establish regulations to prevent the release of refrigerants during the servicing of MVACS and to require the recycling of refrigerants. Pursuant to EPA's regulations, persons who repair or service motor vehicle air conditioning units for consideration must be certified in refrigerant recovery and recycling, and must properly use approved equipment when performing service involving the refrigerant. In addition, the regulations prohibit the sale of containers of ozone depleting substances under 20 pounds

The Wisconsin Association of Physics Teachers (WAPT), in conjunction with the American Association of Physics Teachers (AAPT), establishes the following rules and regulations for granting awards and special recognition to individuals who have advanced the field and study of physics within the Wisconsin Section of AAPT. CATEGORIES OF AWARDS
Persons within the geographic area served by the Wisconsin section of AAPT may be nominated for awards in any or all of the following designated award categories: I. Lifetime Achievement Award.     By Linda Cross Admittedly, I have a personal stake in this discussion. As a veteran school choice advocate in Wisconsin, I could visualize the NEA and its Wisconsin affiliate, the WEAC (Wisconsin Education Association Council) breaking out the champagne when their candidate for State Superintendent of Public Instruction, Elizabeth Burmeister, defeated me in the April 3rd election. I am grateful to the leaders of the choice schools in Milwaukee, along with some of the usual choice proponents, who worked tirelessly for me. However, other leaders sat complacently on the sidelines. It seems that many have let their guard down, assuming that school choice in Milwaukee, at least, was safe regardless of the election outcome. I believe, sadly, they are wrong. In addition, a lawsuit against 18 Milwaukee choice schools was filed by People for the American Way with the apparent support of the DPI – on the grounds that the schools were not “accountable.” Apparently, in the words of Ronald Reagan, they "just don’t get it." On the contrary, the idea of school choice is ultimate accountability. Parents choose to place their children in a school and choose to remove them from that school if they are not satisfied with the results. If many parents pull their students out of a school, the school will be forced to close. As a 31-year public school teacher, I know that type of accountability cannot be applied to public schools by poor parents. They only have that flexibility in a school choice program.

    Milwaukee, WI 53226-0509 MCW Compliance Office COMPLIANCE EDUCATION The Medical College of Wisconsin Compliance Office is pleased to offer the Compliance Education Program, which will afford all participants more convenient options. This program will focus on the proper documentation, coding and billing of clinical services to third party payers and patients. The program's structure is described below including an overview of the different educational forums available to learn more about compliance issues and requirements. All clinical faculty physicians, staff physicians, and allied healthcare professionals are expected to attend one hour of compliance education per fiscal year. One of the most critical components of compliance is effective education on the topics of greatest importance in your area of responsibility. We have designed a program that is comprehensive and also provides a customized approach to compliance education. This program will consist of a list of various topics for presentation as described below. Each topic will include a 40 minute presentation with a 20 minute question and answer period. We will be providing three formats to fulfill the one-hour education requirement as follows:
    • Your department or division administration may schedule a compliance education session as a regularly scheduled business meeting or as a separate event. Topics selected will be based on specialty and areas of interest. The length of each of these sessions will be one hour.

    Jennings offers a full range of educational programs. A unique attraction at the center is its relict prairie, which includes the spectacular and well-known prairie flower, the blazing star. The relict prairie ecosystem is rare in Pennsylvania. Visitors should try to visit in late July or early August when the pairie is in full bloom. The Jennings Environmental Education Center, Butler County, is approximately 300 acres. It is managed by the Pennsylvania Department of Conservation and Natural Resources, Bureau of State Parks. The office is open from 8 a.m. to 4 p.m. Monday through Friday. The grounds are open from 8 a.m. to sunset, seven days a week for hiking and other nature related activities. Weekend and evening programs may be scheduled during each month. The environmental education center will be staffed when a weekend or an evening program is offered. Please check the newspaper, bulletin boards and program announcements for weekend program dates. Goals of the center are to protect the fragile natural ecosystems, manage the center's resources and educate the public in various aspects of ecological responsibility through environmental education and interpretive programming.
