'No Child Left Behind' Act's Military Recruitment Provision Violates the Rights of Students, Parents, and Schools;
Citing invasion of privacy and wartime targeting of children, Greens urge Congress to repeal the provision; Idaho Greens make a legal 'opt-out' form available; students organize a March 5 'Books Not Bombs' strike for peace.
WASHINGTON - March 4 - Greens today urged Congress to repeal the provision of the 'No Child Left Behind' Act that requires the 22,000 high schools receiving federal funding to turn over the names, phone numbers, and addresses of all students to military recruiters. The act authorizes recruiters to make unsolicited calls, send direct-mail recruitment literature, and visit students' homes without the consent or knowledge of their parents. "This so-called education reform bill is really about leaving no child behind when we send our troops to invade another country," said Pete Looker, a Green activist in Saratoga Springs, New York, whose daughter attends high school. "Parents are aghast to learn that schools are sending their children's contact information to military recruiters. It's an invasion of students' right to privacy, it interferes with parents' right to guide their children in career choices, and it undermines local community control ofschools. Some schools have recognized this, and their refusal to participate is entirely justified."

That is one way to look at waging war around the world, just another educational experience. During Vietnam, there used to be a poster exhorting young men to join the military to visit exotic parts of the world, meet interesting people of other cultures and kill them. Think of the military moving directly into our high schools as a new kind of Project Head Start. Many people may not realize it, but even though there is no longer a military draft in this country, every male is still required by law to register with the Selective Service when he turns 18. The federal government repeatedly has said it has absolutely no plans to reinstitute the draft. It just wants to know exactly how to find every young man in the country that it is not going to draft. The administration has been talking for months about going to war without ever mentioning that it means killing people, including our own sons and daughters.

    Lieutenant Colonel John B. Hildebrand is a native of Wisconsin. He began his military career in 1983 when he was commissioned in the Signal Corps. His civilian education includes graduating from University of Wisconsin at Whitewater with a Bachelor of Science Degree in Education and a Masters of Military Arts and Sciences from the Command and General Staff College. His military education includes the Signal Officers Basic and Advance Courses, the Basic Airborne School, U.S. Army Ranger School, the U.S. Army Jump Master Course, the Military Freefall School, and the Command and General Staff Officer Course. Lieutenant Colonel Hildebrand has served in a variety of command, troop and staff officer positions.     ACME Program Background
    Introduction . The Academic Credit for Military Experience (ACME) Project provides Internet-based systems to promote equity in the awarding of academic credit for military experience and training in Wisconsin’s university and technical college programs. The workhorse of the ACME project is the unique Databank of Equivalencies. The databank matches military training and education, documented by DOD’s ACE Guide, with specific academic requirements of Wisconsin colleges and universities. Through the ACE Guide, military training and experience provide potential academic credit for the veteran pursuing various levels of education a professional certificate, or an associate’s or bachelor’s degree. Future developments will expand the ACME resources to include additional civilian education and training requirements. At this time, the project moves from the design and development to the implementation stage. Background . The ACME concept was created to provide veterans with advanced academic credit for military experience and training to accelerate their entrance into Wisconsin’s public school classrooms as fully licensed Wisconsin teachers through the Wisconsin Troops to Teachers Program (TTT). The TTT staff will advocate with institutes of higher education for increased academic credit for military experience (ACME) and training that is equivalent to college coursework at private and public colleges offering teacher certification programs in Wisconsin. As we assessed the needs of recently separated veterans, managers of other TTT offices, veterans’ representatives on Wisconsin campuses, admissions personnel and college registrars, we expanded the scope of the project to include all career transition or training programs offered at all private and public colleges and technical colleges in the state.
