Charter Schools
NEA policy embraces high standards, accountability and strong local control for charter schools. It also offers guidance in the form of various criteria that can significantly improve the chances for success of these programs, which after 10 years are still in the experimental stage. Among other things, NEA firmly believes that all affected public education employees must be directly involved in the design, implementation and governance of these and other educational programs.
Failures spur review of charter school laws
Charter schools are part of the landscape of public education. According to the Education Commission of the States, as of August 2001 there were more than 2,300 public charter schools serving more than 500,000 students nationwide. The Commission reported that 37 states, the District of Columbia and Puerto Rico have laws providing funding and permitting charter schools to operate. However, many of those statutes are being revisited and revised in light of a number of charter school failures, some with disastrous consequences for students. NEA's position on charter schools is necessarily general. State laws and regulations vary widely, and NEA state affiliates have positions that are appropriate to the situation in their states. For example, accountability for meeting high academic standards is an essential component of successful charter schools. But not all state charter laws have strong accountability requirements. In addition, not all state laws require charter schools to develop programs conforming with state or local academic standards, and many charter laws do not require charters to participate in the state accountability system.

GOVERNOR JIM DOYLE-WISCONSIN
Doyle served three terms as Dane County District Attorney from 1977-82, then left office and built his own private law practice, handling a wide range of civil and criminal cases.
As Attorney General, he has distinguished himself in office by fighting for people and fighting for change in Wisconsin. Doyle has been a national leader in fighting to improve public health. His lawsuit against the tobacco industry, which held tobacco companies responsible for the damages caused to Wisconsin residents, won the state a $6-Billion settlement.
He led a statewide school violence prevention initiative and was joined by the State Superintendent of Public Instruction in creating a statewide Safe Schools Task Force.
He led the effort to restore public confidence in criminal sentencing by fighting for passage of the Truth in Sentencing law and fought to pass a strong sexual predator law. Jim instituted a criminal background check for handgun buyers, which has already prevented the sale of more than 3,300 handguns to convicted felons.
He has aggressively prosecuted polluters and won record fines.

Current Population Survey (CPS)
The Current Population Survey (CPS) is a monthly survey of about 50,000 households conducted by the Bureau of the Census for the Bureau of Labor Statistics. The survey has been conducted for more than 50 years. The CPS is the primary source of information on the labor force characteristics of the U.S. population. The sample is scientifically selected to represent the civilian noninstitutional population. Estimates obtained from the CPS include employment, unemployment, earnings, hours of work, and other indicators. They are available by a variety of demographic characteristics including age, sex, race, marital status, and educational attainment. They are also available by occupation, industry, and class of worker. Supplemental questions to produce estimates on a variety of topics including school enrollment, income, previous work experience, health, employee benefits, and work schedules are also often added to the regular CPS questionnaire. Over the past several decades we have consolidated rural school districts and created schools in urban areas that house thousands of students. For example, since World War II, the number of schools in the United States declined by 70 percent, while the average size increased fivefold (Rotherham, 1999). Nationwide, 25 percent of secondary schools have more than 1,000 students; in New York City there are nine schools with more than 4,000 students. The largest is John F. Kennedy High School with 5,300. Small schools popular with public National data collected by Phi Delta Kappan (Rose and Gallup, 1998) show that U.S. parents overwhelmingly favor small schools: 58 percent favor a school with fewer than 1,000 students, while 28 percent supported schools having populations between 1,000 and 1,500. Only 2 percent said they preferred schools of more than 2,000. A 1997 study by the Hudson Institute found that 53 percent of parents who chose charter schools instead of traditional public schools did so because the charter schools were smaller in size. Similar data have been reported for parents who choose private and parochial schools.

URL: http://www.state.il.us/Gov/press/charter.htm Major Components of the Illinois Charter School Law (Article 27A of the School Code) Illinois's 1996 charter law allows 45 charter schools: 15 in Chicago, 15 in the counties surrounding Chicago, and 15 elsewhere. While this cap on the number of charter schools in Illinois is fairly restrictive for such a large state, it is not unusual. Many states limit the number of charter schools initially. A local school board must approve the charter school, although the board's decision can be appealed to the state board. The state does not provide funding for start-up costs. However, the Illinois State Board of Education received a federal grant of $788,000 per year (for potentially three years) to stimulate and support the establishment of charter schools.
