Simultaneously, the need for more primary care doctors in rural areas has increased. The University of Washington School of Medicine (UWSOM) took on the dual commitment of community-based teaching and rural health care over 30 years ago with an innovative experiment in regional medical education. Today, that experiment is a well-established program the WWAMI program that provides community-based medical education for five states. The program is named after the participating states Washington, Wyoming, Alaska, Montana, and Idaho. WWAMI TAKES SHAPE The WWAMI program began in the 1970s in response to a shortage of primary care doctors, especially in rural areas. The Northwest had a very severe problem. Just one month after signing the H.R. 1 education reform bill pledging to provide funding so that No Child Is Left Behind, President Bush has recommended a $90 million funding cut to these programs. On February 26, 2002, the Senate Budget Committee held a hearing to discuss, among other things, how the President's FY2003 budget proposal affects the Department of Education. Committee Chairman Kent Conrad (D-ND) noted his disappointment with the President's proposal, and Senator Patty Murray (D-WA) made a statement regarding her concern with the President's treatment of the Elementary and Secondary Education Act (ESEA) reauthorization. She stated her concern that the FY 2003 budget cuts funding for teacher quality and class size reduction activities, freezes funding for afterschool programs and Safe and Drug Free Schools, and does not fully fund the federal share of special education costs. State-specific data highlighting the gap in funding promised in the ESEA but missing from the budget can be located at

This Issue Brief examines eight programs that encourage healthy behaviors and improve student learning.... Coordinated School Health Overview Coordinated school health is a set of eight related components to improve the health of and reduce risky behaviors by school-aged youth. It includes:
    • Health Education   Physical Education  Health Services   Nutritional Services   Healthy School Environment    Health Promotion for Staff
Education reforms have not succeeded in improving the performance of all students, particularly those who do not arrive at school ready to learn. If efforts to raise student achievement and "leave no child behind" are to succeed, schools must pay more attention to behaviors and lifestyles that act as roadblocks to learning. Coordinated school health encourages healthy lifestyles, provides needed supports to at-risk students, and helps to reduce the prevalence of health problems that impair academic success.
