Project FORUM at National Association of State Directors of Special Education (NASDSE) is a cooperative agreement funded by the Office of Special Education Programs of the U. S. Department of Education. The project carries out a variety of activities that provide information needed for program improvement, and promote the utilization of research data and other information for improving outcomes for students with disabilities. The project also provides technical assistance and information on emerging issues, and convenes small work groups to gather expert input, obtain feedback, and develop conceptual frameworks related to critical topics in special education. This can be answered by lengthy conversations with camp personnel or the director. If a camp is too busy to return your phone calls, or take the time to talk at length with you, will they be too busy for your child as well? Regardless of all that a camp may have to offer, if the director or the staff are too busy for you now, it should be a red flag! Find a camp that will give you and your child the time and attention that you both deserve.

Coordination Strategies in the Strategic Plan
The Consolidated Plan consists of the information required in 24 CFR Part 91, et.seq., and is submitted in accordance with instructions prescribed by the U.S. Department of Housing and Urban Development. A significant aspect of the process includes extensive consultation and citizen participation efforts. Consultation Preparation of the Consolidated Plan involved consultation with public and private agencies that provide assisted housing, health services and social services, including providers to children, elderly people, people with disabilities, people with HIV/AIDS and their families, and homeless people. Some of the agencies are: Community Action of Laramie County, Inc. (CALC); Laramie County Department of Public Health and Environment; Wyoming Community Development Association (WCDA); Cheyenne Board of Realtors; Laramie County Lenders Association; Wyoming Coalition for the Homeless; Cheyenne Housing Authority; LEADS (Laramie County Economic Association for Development Strategy); Wyoming Energy Council, Inc.; COMEA House and Resource Center; HART Center; NEEDS, Inc.; Habitat for Humanity; Headstart Program for Laramie County; Cheyenne Boys and Girls Club; and Southeast Wyoming Mental Health. Health and child welfare agencies, including the State of Wyoming Department of Health and the Department of Family Services, along with the City/County Health Department were consulted.

The mission of NWREL's Comprehensive Center is to help ensure that all students are provided opportunities to meet challenging state content and performance standards.
Helping All Children Learn
NWREL's Comprehensive Center provides comprehensive training, technical assistance, and information to enhance the capacity of local education agencies, schools, tribes, states, and community-based organizations throughout the Northwest service area, including Idaho, Montana, Oregon, Washington, and Wyoming. Services are designed to assist in improving teaching and learning, especially in the development of Schoolwide Programs and programs that meet the needs of children in poverty. These can include American Indian, linguistically diverse, migrant, immigrant, neglected and dilinquent, homeless, and disabled students, so that all students are provided opportunities to meet challenging state content and performance standards.
Working Together
The center is working in collaboration with the Northwest Regional Educational Laboratory (NWREL), Affiliated Tribes of Northwest Indians and Salish-Kootenai College. As one of 15 regional comprehensive centers, we are part of a national technical assistance network that works with state and local education reform leaders and other service providers to assist schools as they implement school improvement efforts through existing federal, state, and local educational resources.

Theresa M. Belinski, Assistant Director The Special Education Department provides services and programs to meet the needs of its twenty member school districts. These may be directly operated by the Intermediate Unit or may supplement existing district-operated special education programs. Programs directly operated by the Intermediate Unit on a fee-for-service basis include: Multi-Handicapped, Life Skills and, Learning Support, Physical Support, Autistic Support, Speech/Language, Vision, and Hearing Support, and Special Vocational Support. Supplementary services are provided to constituent school districts to enhance the delivery of special education programs. These include: Child Accounting, Physical and Occupational Therapy, Psychological Services, Supervision , Technical Assistance, CSPD Support Orientation/Mobility, Case Management, Social Work Services and Nursing Services. Programs Autistic Support Direct instructional programs that have been designed to meet the needs of students with impairment in two or more of the following areas: reciprocal social interaction, communication and imagination activity, markedly restricted repertoire of activities and interests, and abnormal or inconsistent responses to sensory stimuli.

General Information for Visitors
Sheridan County School District One is one of three school districts located in Sheridan County, Wyoming. It is approximately 60 miles long and 30 miles wide. The district contains 932 square miles and has the Wyoming-Montana border as its northern boundary. The district administrative office is located in Ranchester, which is approximately 15 miles north of Sheridan on Interstate 90. The school district serves approximately 900 students from the communities of Big Horn, Dayton, Ranchester, and Parkman. An administrative staff of nine manages the district: the Superintendent, Assistant Superintendent, five building principals, the Business Manager and Technology Coordinator. We currently have 107 certified staff members and 66 support staff. District One operates a 4-day week, with 148 non-interrupted student days per year. Professional staff members work 164 days per year, including 16 Fridays for in-service and curriculum development. Currently we are in our 19 th year on this 4- day week schedule, which permits us to place a strong emphasis on professional growth.

Robert Scheer Speak No Evil: Ryan Jones couldn't find a place in the Santa Cruz school system, despite a law guaranteeing his right to a public education. More than 20 years ago, Congress passed sweeping legislation to protect the civil rights of disabled children by guaranteeing them an education. California still hasn't gotten around to enforcing it. By Kelly Luker I T IS THE MIDDLE OF A SCHOOL DAY, but 9-year-old Ryan Jones is at home, showing his visitor a collection of Star Wars memorabilia. Unable to speak because of a stroke suffered at birth, the bright-eyed youngster points excitedly to miniatures of Darth Vader and R2D2 as his mother Karen smiles and looks on. The tender scene belies the controversy around this mother and her disabled son. Ryan is not playing hookyKaren Jones pulled her child out of school, disgusted with school officials' failure to give him what he needs to get an education. After two years, numerous meetings involving several attorneys and, finally, a formal civil rights complaint, it doesn't look like Ryan Jones will be back in school anytime soon. The story behind Ryan's and Karen's fight can be traced back more than a decade before Ryan was born. A federal law known as the Individuals with Disabilities Education Act (IDEA) was passed in 1975, requiring that children with special needs be taught alongside other school children "whenever possible" in the "least restrictive environment." It is these two phrases that have become a sticking point between Santa Cruz County educators and parents of disabled kids. These parents, including Karen Jones, have joined together to file a complaint with the Civil Rights Office at the U.S. Department of Education.

The poll, being released Monday by the advocacy group Public Agenda, suggests parents feel that while teachers care and school personnel are qualified to deal with disabilities, school systems don't offer special help to children unless families insist. Ann Duffett, an author of the study, said parents have a different perspective from policy-makers.
