Vo-ed boosted in Senate bill By JOAN BARRON Star-Tribune capital bureau CHEYENNE Members of the Wyoming Senate picked at a bill that is supposed to improve financing for vocational education programs but finally approved it Tuesday on its first of three rounds on the Senate floor.
Senate File 59, sponsored by the Joint Interim Education Committee , comes up on second reading in the Senate today.
The bill is the result of the Wyoming Supreme Court ruling in the school finance case that schools with large numbers of vocational education programs are not being adequately financed by the state, said Sen. Irene Devin, R-Laramie, the chairman of the Joint Interim Education Committee that sponsored the proposal.
As SF 59 Devin said the bill, which is expected to pass the Supreme Court's test, reimburses school districts for vocational education programs at a ratio of 1.29 percent per student.

Wyoming School Finance Project Executive Summary We are honored that the Wyoming Legislature has chosen MAP to re-cost the Cost Based Block Grant and to address the various dictates of the recent Supreme Court decision. This is a very ambitious undertaking with an extremely short completion schedule. Background
The Wyoming Constitution establishes education as a fundamental right of Wyoming citizens. Historically, local property taxes comprised a significant source of funding for our state's schools, a situation that created huge disparities around the state in education spending per student.
A series of lawsuits over the past 30 years nudged the Legislature toward reworking the state's school funding system to provide a more equitable distribution of resources statewide, a task that was finally undertaken in earnest (under court deadline) in 1997.
Lack of leadership in both the executive and legislative branches, along with numerous political undercurrents - e.g., mistrust of local school district management despite rhetoric exalting "local control" - has since impeded reasonable and efficient resolution of school finance issues.
In the Wyoming Supreme Court's 2001 decision in State of Wyoming, et al. v. Campbell County School District, et al. (Campbell II), the Court validated the Legislature's new approach to school funding - a statewide education resource block grant model based on historical costs and adjusted for various factors - saying that the model was capable of supporting a constitutional funding system. However, the Court invalidated numerous components of the model as flawed, often because of insufficient or poor quality data.

Approximately 2600 students are expected to attend WYOMING AREA SCHOOLS this term. Faculty members will report on MONDAY, AUGUST 26, 2002, for ORIENTATION and IN-SERVICE training. The District employs approximately 123 support staff, 163 full-time teachers and 7 administrators to provide instruction to its students. Parents who have children who have NOT yet registered for the school term are asked to do so before the FIRST DAY of school. REGISTRATION for ALL students in grades K-12 takes place at the SECONDARY CENTER, 20 Memorial Street, Exeter. Office hours will be 8:00 A.M. to 3:30 P.M. Details on the OPENING OF EACH SCHOOL, including SCHOOL TIMES, BUS SCHEDULES, HOMEROOM ASSIGNMENTS and OTHER INFORMATION will be released by each Building Principal(s) and appear in the SUNDAY DISPATCH Newspaper on SUNDAY, AUGUST 18, 2002 and SUNDAY, AUGUST 25, 2002 Parents of ELEMENTARY students are alerted to the fact that the school day this year will COMMENCE at 8:40 A.M. and CONCLUDE at 3:15 P.M.

Regular elementary and secondary schools - A public elementary/secondary school that does not focus primarily on vocational, special, or alternative education.
Special education schools - Public elementary/secondary school that focuses primarily on the following: hard of hearing, deaf, speech-impaired, health-impaired, orthopedically impaired, mentally retarded, seriously emotionally disturbed, multi-handicapped, visually handicapped, deaf and blind, and adapts curriculum, materials or instruction for students served.
Vocational/technical schools - Public elementary/secondary school that focuses primarily on vocational education, provides education in one or more semi-skilled technical operations.
Other (not elsewhere classified) schools - A public elementary/secondary school that addresses the needs of students which typically cannot be met in a regular school, provides nontraditional education, serves as an adjunct to a regular school, and falls outside of the categories of regular, special education, vocational education.
