Youth Advocacy, Inc. is a grass roots agency founded in 1974, working with predominantly minority, low-income youth and their families in Travis County. The Agency is funded through a combination of grants and contracts by the Texas Commission on Alcohol and Drug Abuse (TCADA), the City of Austin, and Travis County.

First Call is a broad cross-sectoral non-partisan coalition in BC. We have 60 provincial or regional organizations who are partners in First Call. There are First Call community mobilizations in 21 communities around BC. And we have a network of thousands of community groups and individuals Coalition partners work together on public education and community collaboration to ensure healthy social, economic, and policy environments for children and youth. Youth Advocacy program I MPACT has implemented a program to address childhood disability issues. The program educates parents, families, and the general public on options and opportunities for children with disabilities which can lead to fuller and more rewarding lives. IMPACT staff members are parents of children with disabilities who know and feel what other parents are experiencing. Most important is the opportunity to assist parents in achieving quality of life for their children. Quality is determined by families. The education, advocacy and referral aspects of this program encompass many areas such as educational services, supports and accommodations, recreational opportunities, child care opportunities, transitional information and assistive technology issues. T he need for this service is demonstrated in the number of families served, over 100 families in the first year alone. Children and families have been referred from school district personnel, private tutors, administrators, social service agencies, other parents, etc. Traditionally, families have either been unable or unaware of how to access services and supports for their children. Families can easily become overwhelmed in understanding the educational system and other systems involved in supporting a child with a disability. This program, run by parents of children with disabilities, can provide insight into childhood issues as only a parent of a child with a disability can. P roviding education and information allows families to become their child's best advocate.

The Advocacy Subcommittee's primary function is to look and advocate for greater state, federal and private resources for local youth councils and identify potential funding which could be redirected to ensure the greatest efficiency and effectiveness of a workforce development system for youth. It looks to developing policies for consideration by the HRIC/IWIB including those which will create incentives for local areas to identify, recruit, and serve at-risk youth.       Youth Advocacy
      Some of the greatest advocates for tobacco control are passionate youth who care about other youth. Our Youth Advocacy program serves youth by: 1) enabling youth to become tobacco control advocates in their schools and communities and 2) empowering youth with advocacy skills so that they may become life-long advocates for positive change.
      The media component of our Youth Advocacy program is especially exciting. Youth can learn the basics of coordinating a media campaign, producing a cable show or developing messages to counter those put out by the tobacco industry.
      This year a Youth Summit Festival will kick-off the program on November 17. Students selected as Youth Advocates from our 14 towns will have a night of celebration, sharing and tobacco advocacy information. This will be an opportunity for youth from our communities to explore different advocacy projects for the current school year.

    Report on Youth Advocacy Committee Activities
  • Newborn Hearing Screening A new section (2500 g) was added to the public health law during the last legislative session (1999-2000) which requires the Commissioner of the Department of Health (DOH) to establish a program to screen newborn infants for hearing problems. The Department of Health has convened an Ad Hoc Work Group to assist in the development of regulations for implementation of newborn hearing screening. Dr. Clark has attended recent meetings of the Ad Hoc Work Group and is currently reviewing the first round of the proposed draft regulations. Dr. Clark will continue to participate in the Ad Hoc Work Group meetings and will provide a report on the regulations at the District's November meeting. Campaign for Healthy Children The Youth Advocacy Committee will be holding its next meeting via conference call later this fall to discuss member recommendations for the 2001 Campaign for Healthy Children's Agenda. In late August, YAC members received a mailing that included the 2000 Campaign for Healthy Children agenda and a list of AAP's model bills. The conference call will provide YAC members with the opportunity to make recommendations for inclusion in the Campaign's 2001 Agenda. The Campaign for Healthy Children will be holding its agenda-setting meeting in October in New York City.

    At the January 2001 Youth Advisory Council training, representatives of National MADD presented members with training in youth advocacy. They learned about the law making process and role played giving testimony before a legislative committee. In March VTLSP was invited to give testimony before the House Transportation Committee on a bill which would extend the primary safety belt law from age 12 to age 18 and make other changes in the child passenger restraint law (H.142 see below Sarah Jackson talks to the committee about the importance of safety belt use for her peers and tells them of her crash. VTLSP National Rep, Dan Barnard tells the committee members of his observations of teen belt use in his community. Twinfield Union H.S. sophomore Krystian Peduzzi speaks eloquently about peer pressure as it relates to safety belt use. The committee members listen intently and ask lots of questions.     Children attend support group while their mother attends adult women's group. Supportive and educational counseling is provided to children in attendance. Tutorial programs are facilitated when enough supervision is available. For children under 5, development of social skills is reinforced through role modeling. All sessions are confidential
    Teen Support Group
    Designed to focus on the DV and Dating Violence issues that teenage girls encounter. Open group to any teenage girl. All sessions are confidential.
    Community Education
    Presentations to members of the community. Topics include the effects of domestic violence on children, dating violence to teens, healthy expressions of anger, and safety planning for children.
    Youth-Based Prevention and Intervention Programs
    Prevention and intervention programs are implemented in high schools, residential treatment programs, and youthful offender programs. The primary focus of these programs is to educate youth about alternatives to violence.
