    State Rep. Maher taking open records reform piece by piece Monday, May 13, 2002 By Gretchen McKay If there's one fundamental ingredient for government to work well, says state Rep. John Maher, it's this: Citizens must know what's going on. "It's simple to say we have a government for the people, by the people," said Maher, R-Upper St. Clair, "but for that really to be true, we have to know what the government is up to." Easier access to public records means more interaction between government and the governed and that leads to better results, he said. That's why the 43-year-old legislator is feeling pretty good about the House's near-unanimous approval a few weeks ago of House Bill 2100, which he sponsored with Charles McIlhinney Jr., R-Bucks County. The bill is being considered by the Senate, but passed on a 190-1 House vote and recently got unanimous approval from the Senate Committee on State Government. It would require government agencies to respond to requests for public information within a specified time frame and penalize those who refuse to comply. It would also permit them to charge "reasonable" copying fees similar to what any copying shop would charge.

For over a year now, the American government has been telling it's citizens that we're in a war, but apparently one we can win so easily that the home front is asked to little more than shop, eat out and travel. In earlier wars the government wasn't afraid to ask it's citizens - often through the medium of the wartime propaganda poster - to sacrifice: to curb travel, plant a victory garden, save tin, not let loose lips sink ships, etc. Our pandering governments of today wouldn't dream of creating posters informing Americans of what they could actually do to help, so I decided I would.
