His Presidency: Truman took office when President Roosevelt died just before the end of World War II, and it was Truman who made the decision to use the atomic bomb against Japan. Seeing the need to stop the spread of Communism, he established the Truman Doctrine to support nations that were "threatened by armed minorities and outside pressure." He proposed the Marshall Plan to help war-torn countries and helped form NATO, the North Atlantic Treaty Organization. His Life: During his few weeks as Vice President, Harry S. Truman scarcely saw President Roosevelt, and received no briefing on the development of the atomic bomb or the unfolding difficulties with Soviet Russia. Suddenly these and a host of other wartime problems became Truman's to solve when, on April 12, 1945, he became President. He told reporters, "I felt like the moon, the stars, and all the planets had fallen on me."

He was a distant relative of John Tyler, the tenth president of the United States. Harry attended grade school and high school in Independence, Mo. As a child with impaired vision, and having a fear of injury while wearing eyeglasses, he eschewed sports and normal childhood activities, spending most of his time reading. Later, he made the statement, "By the time I was 13 or 14 years old, I had read all the books in the Independence Public Library." His high school history teacher, Mathilda Brown, said of him, "I doubt if there was a student in any high school in the country who knew more of the history of the United States than Harry did." Truman also took piano lessons, and throughout his life, loved to play for his own enjoyment and for others.

Truman was a clerk at the National Bank of Commerce in Kansas City from 1903-1904. He was a bookkeeper at the Union National Bank in Kansas City from 1904-1906. In 1906, Truman returned, at his fathers request, to help out at the family farm near Grandview, Missouri. He served in the Missouri National Guard from 1905-1911. He rejoined in May 1917, upon U.S. entry into WWI. Truman served with the 129th Field Artillery from August 1917-May 1919. During this time he rose from the rank of lieutenant to major, and during this time he was neither wounded nor decorated. With the backing of the political machine of Thomas J. Pendergast, Truman was elected Judge of the Eastern District of Jackson County, Miss. in 1922. He cut waste, reduced the county debt, and improved roads. He remained at that post until 1924, when he was elected out of office. In 1926, he was elected presiding judge of Jackson County. During his time in office, he won bond issues for the construction of roads, a county hospital for the elderly, and a new courthouse. He also cut deadwood from the county payroll and curbed expense-account abuse. He resigned his post in 1934.

Most Americans in the 1950s did not expect that Harry Truman would become one of their most highly regarded presidents. By 1952, just before he announced his decision not to run again, only 25% of the people thought he was doing a good job. Within a decade, however, most American historians regarded him as one of the nation's greatest presidents. To be sure, a "revisionist" view developed that attacked his record at home and abroad, picturing him as ineffective in some areas, oppressive in others, and as the architect of the Cold War. Yet the favorable appraisal seemed to be the dominant American view. Appraisals of presidents depend on the observer's assumptions concerning what leaders should try to accomplish and what they are capable of accomplishing. Obviously, Truman was not so effective in domestic affairs as his predecessor, Franklin ROOSEVELT , had been in the 1930's, but Truman's opportunities were smaller. He might have accomplished more had he pressed his proposals more boldly, yet his appraisal of political realities persuaded him that he could not do so. He was unable to gain acceptance for many new domestic proposals in such areas as health and education, but he provided publicity for them. He expanded and improved established programs and defended them against attempts by their foes to weaken them. And he worked harder on behalf of civil rights than any of his predecessors.

Born on a farm near Lamar, Missouri, on May 8, 1884, Truman graduated from high school in 1901 and held a variety of jobs before fighting in France as a lieutenant in the National Guard. After the war, he and a friend opened a haberdashery store, but the economy was bad and the business failed. At age 38, with the help of Kansas City political boss Thomas J. Pendergast, Truman won a country judgeship. Truman attended law school at nights, lost re-election in 1924 and was elected to another term in 1926. In 1934, with Pendergast's help, he was elected to the Senate and was branded a "Pendergast" senator upon his arrival in Washington. He was a reliable "New Dealer." His hard work, diligence and fairness to all earned the respect of his colleagues. In his second term, which he won without the help of Pendergast, he enhanced his reputation by chairing the Special Committee Investigating National Defense, exposing graft, waste and corruption and saving the United States much money. Domestically Truman worked for civil rights legislation and reformed the foreign affairs apparatus. The Foreign Service Act of 1946 professionalized the Foreign Service. The National Security Act of 1947 created the CIA, the National Security Council and the present-day Defense Department, with civilian control over the military.
