Conflict Resolution Training in Another Culture: Some Lessons from Angola

Introduction:
This article will glean lessons from two consecutive training seminars organized by Search for Common Ground (SCG), based in Washington, D.C., a leading innovator in implementing overseas projects involving both training and the use of media to promote conflict resolution. David Brubaker served as the consultant and lead trainer for these seminars, while co-author Tara Verdonk was SCG's primary organizer.
Context
War began in Angola in the early 1960's with the struggle for independence from the Portuguese. Three separate liberation movements fought the colonialists - the MPLA (Movimento Popular para a Libertacao de Angola), FNLA (Frente Nacional para a Libertacao de Angola) and UNITA (Uniao Nacional para a Independencia Total de Angola). After independence in 1975, the three movements could not share power and war quickly erupted again. By the late 1970's the FNLA was defeated and Angola became a Cold-War battleground between UNITA, backed by the USA and South Africa, and the MPLA-controlled government, supported by Cuba and the Soviet Union. The November, 1994, signing of the Lusaka Protocol began a long and tortuous peace process that continues today. Significant progress was made in April of 1997 when a government of national reconciliation and unity was formed after months of delay. Thousands of UNITA troops have been quartered, weapons have been turned in, and the national armed forces now includes over 10,000 former UNITA troops, but true peace remains elusive.

Introduction
Since 1843, the year the Portuguese arrived to the mouth of the Kongo River and first met with the Bakongo ethnic group of present-day Angola, there has been a relentless culture clash. The nature of Portuguese colonial rule led to further rifts between the Bantu and Western heritage. In the colonial days, Africans perceived to have imbibed enough Portuguese culture were granted citizenship and made assimilados Many rural Angolans, still attached to their traditions, are deeply suspicious of their urban compatriots whom they still see as agents of forces meant to muffle their languages, dances, rituals, world-views, history. This suspicion has often turned into outright resentment, and shaped the recurring tensions between the movements that fought Portuguese colonialism. At independence in 1975, the dominant intelligentsia from the party that had won the civil war, the MPLA, chose to ignore past grievances in the collective memories of the diverse cultural and ethnic groupings of Angola. This is in part because they felt their victory vindicated most of their views - such as their notion of Angolanidade - and also because they felt such a debate would have entrenched divisions that were then threatening national cohesiveness.

National Culture
The Angolan culture must achieve fufillment within the roots of the rich Angolan popular traditions, taking part in the socio-economic development of the country and extending into the universal context. A certain amount of fundamental work is therefore needed to encourage the people to take action and participate in the national cultural life, creating and developing a strong mass movement which is the fundamental object of the cultural policy. These principles are contained in the final resolution of the most important forum held until then in the Republic of Angola, the first symposium on national culture. This important meeting reviewed the situation in this area and disclosed the principal problems while indicating the avenues selected for cultural development in Angola.
Even if the socio -economic situation in the country since its independence is not propitious to rapid evolution of cultural events in many sectors, the symposium started to implement the fundamental guidelines indicated by the party. these are notably the development of cultural action in the areas of music, dance, theatre, cinema, literature, plastic arts and museology. The purpose is to propagate mass cultural action in the most diverse forms. Such are the condition required for fulfillment of national culture that is scientific, diversified and of a new type.
