The minister, Colonel Alfred Mkurunziza, is replaced by a military adviser to the president, Cyrille Ndayirukiye. More than fifteen other ministers were involved in the reshuffle. An official statement said the move was to deal with what it called the difficult period Burundi has been going through. It added that priorities now were to improve security and the economy, and conclude the peace process. Yesterday, the government defended a decision to raise taxes saying it had no choice after six years of war and a regional economic embargo lasting thirty months. The unions have threatened to call an indefinite strike unless the rises which affect most basic goods are withdrawn.

I extend a cordial welcome on behalf of the members of the Security Council to the Ministers and Representatives of Uganda, Burundi, the Democratic Republic of the Congo (DRC), Ethiopia, Gabon, Ghana, Kenya, Nigeria, Rwanda, Senegal, South Africa, the United Republic of Tanzania and Zambia, as well as to the Special Representative of the Secretary-General for the Great Lakes Region and Chairman of the Implementation Monitoring Committee and to the Permanent Observer of the Organization of African Unity (OAU). Let me, in the first instance, express appreciation to Ambassador Jean-David Levitte of France, whose idea it was to convene such a dialogue, which was unable to be held as planned due to the events of September 11. The meeting of the Regional Peace Initiative on Burundi with the Security Council today is a momentous one. On November 1, the Transitional Government of National Unity in Burundi was inaugurated. This is indeed a defining period in the history of Burundi and its long suffering people. To all of us, the establishment of the Transitional Government is a significant milestone, as it ushers in a new political dispensation within the country. Convergent Catastrophes in Central Africa By David Newbury David Newbury is a faculty member in History, University of North Carolina. The following article is adapted from an internet posting to "NUAFRICA: Program in African Studies Mailing List," on November 3, 1996. The peoples of Central Africa face yet another human catastrophe. Since 1993, with the election and assassination of President Ndadaye in Burundi, the genocide in Rwanda, and the accumulation of massive refugee communities in Zaire and Tanzania, Central Africa has appeared frequently, if sporadically, in the headlines. But the political transformation of the region has now moved into a new stage. Understanding the current situation requires reaching out to include an understanding of the internal politics of Zaire and the policies of the external powers in the region. In fact, the peoples of the region are faced with a new series of "convergent catastrophes" which are both independent in origin and interdependent in their evolution. This analysis, written within the first week of the latest crisis in Zaire, tries to sketch out the complex parameters of these various dramas. Though much has happened in the weeks since this short assessment was written, the basic contours presented here are still valid; it may, therefore, still be useful to retain a view of the broader regional and historical perspective presented here, for the events of November 1996 may well have powerful repercussions on the political and social transformations yet to come.

Burundi gained independence from Belgium in 1962 and has been governed since by a succession of minority Tutsi led governments. The country was governed by a constitutional monarchy until 1966 when Prime Minister Captain Michel Micombero declared a republic. In 1976 he was overthrown by Colonel Jean Baptiste Bagaza, who in turn was deposed by Major Pierre Buyoya in1978. The 1993 presidential elections brought Melchior Ndadaye to power, defeating the incumbent, Major Buyoya. President Ndadaye was killed in a coup attempt in 1994. His successor, Cyprien Ntaryamira, died after two months in office when the plane carrying him and the Rwandese president was shot down over Kigali.
