What This Guide Contains
Welcome to the National Families in Action Guide to the Drug Prevention Movement. This guide contains a record of the thousands of parent groups across America who organized in the late 1970s to prevent children from becoming involved with illicit drugs, alcohol, and tobacco. How they achieved a two-thirds reduction in the monthly use of all drugs between 1979 and 1992 is the story chronicled here. Hawai`i State Incentive Grant for Substance Abuse Prevention among Hawaii's Youth
Recognizing the need to reduce the use of drugs by the youths in our state, the Hawai`i State Incentive Grant (SIG) was developed with two major goals:
  • To reduce alcohol, tobacco, marijuana, and other drug use and abuse among Hawaii's 12- to 17-year-olds by building a Statewide system of enduring substance-abuse prevention partnerships; and
  • To coordinate, leverage, and redirect substance abuse prevention resource to communities, families, schools, and workplaces.
The Governor's Office of the State of Hawaii was awarded an $8.4 million grant by the federal Substance Abuse and Mental Health Services Administration's (SAMSA) Center for Substance Abuse Prevention (CSAP). This three-year grant is administered by the State Department of Health's Alcohol and Drug Abuse Division (ADAD). The Center on the Family provides technical services, such as data collection and dissemination, for the Comprehensive Prevention Strategy, as well as training and technical assistance to communities operating prevention programs under the SIG. As part of the strategic planning for the State Incentive Grant for Drug Abuse Prevention (SIG), the Center on the Family developed 13 Community Risk and Protection Profiles. These profiles serve as a foundation upon which community members can define the needs and strengths of their own neighborhoods in planning their prevention proposals. The Center on the Family continues to provide ongoing support to the SIG through this web-based dissemination of data collected for our community profiles as well as additional data collected by other organizations for various components of the overall State strategy. These additional components include the Bi-annual Alcohol, Tobacco, and Other Drug Use Survey of Hawaii's public and private, middle and high school students, the Social Indicators Study, and the Community Prevention Resource Assessment of local prevention programs and services.

Wicomico Behavioral Health Drug Prevention Office T he Wicomico Behavioral Health Drug Prevention Office has been in existence for fourteen years. The program was developed and implemented due to the interest and concern of citizens about the use of Alcohol, Tobacco, and Other Drugs (ATOD) among the adolescent population in Wicomico County. The program was initially modeled after Baltimore County's Drug Prevention Office. The purpose of the office is to coordinate prevention programs, develop and implement new programs as needed, to provide technical assistance to the community, to offer prevention funds to community groups, to provide peer leadership training, etc. Due to the fluctuation of prevention funds, staffing and prevention programming changes from year to year. If we are to make a difference about underage drinking and other drug related issues, we must remember that "prevention is forever". It is not a quick fix. It has taken many years for the behaviors and attitudes to be established around these issues. Again, it will take many years to impact on these behaviors and attitudes.
