Plan: US general to run Iraq
In Ankara and Washington, the US outlined its plans for a post-Hussein Iraq. Some Iraqi opposition leaders object. By Cameron W. Barr SULAYMANIYAH, IRAQ - The head of the US military's Central Command, Gen. Tommy Franks, will rule Iraq in the initial aftermath of a US invasion to overthrow President Saddam Hussein. Administration officials briefed senators Tuesday on postwar planning, stressing that the US goal is "to liberate Iraq, not to occupy it," and last week a US envoy told leaders of Iraqi groups opposed to Hussein about American intentions. The senators were told that even under good circumstances, it would take two years before the military could fully transfer control to an Iraqi government. As presented, the plan recalls postwar Germany and Japan, where American military occupations paved the way for transfers of power to democratic and constitutionally backed governments. Some Iraqi opposition leaders are already attacking the plan, saying it amounts to a US military rule of Iraq that will favor the existing power structure in the country. Instead of turning Iraq into a beacon of democracy in the Middle East, an ambition articulated by some US policymakers, the opposition leaders say the US plan seems designed to ease the fears of Arabs and Turks unhappy with the prospect of a democratic, federal Iraq.

      T he military science curriculum is a part of the Army Reserve Officers Training Corps (ROTC) program that leads to a commission as a second lieutenant in the Active Army, Army Reserve, or National Guard. Enrollment is open to qualified men and women. The Army ROTC program is divided into two parts: (1) two years of lower-division subjects, or Basic Course, during which the student incurs no military obligation; and (2) two years of upper-division work, or Advanced Course, for selected students. Students in the Basic Course must complete six lower-division military science courses before they can be considered for the Advanced Course. Freshmen and sophomores will be given priority in registering for lower-division military science courses.

    John J. Pershing, military commander whose brilliant career earned him the title General of the Armies of the United States, died on July 15 , 1948. The first general awarded the title since George Washington, Pershing was given a hero's burial at Arlington National Cemetery Pershing was born in Laclede, Missouri , on September 13, 1860, the first of six children. His mother taught him at home, helping to inspire in him a love of learning. He realized his dream of attaining a formal college education when he won a scholarship to the U.S. Military Academy After graduating from West Point in 1886, Pershing was given command of the 6th Cavalry Regiment in the West, where he participated in the Apache and Sioux campaigns. He was promoted to First Lieutenant of the 10th Cavalry Regiment in Montana , one of several segregated regiments formed after passage of an 1866 law authorizing the U.S. Army to form cavalry and infantry regiments of black soldiers. Reflecting the racial prejudices of the era, the law also stipulated the units be commanded by white officers. Pershing's expressed his admiration for the black soldiers under his command forcefully and often, earning for himself the honorary nickname of "Black Jack."

    The First African-American General Officer in the regular Army and in the U.S. Armed Forces

    Benjamin O. Davis, Sr., was born in Washington, D.C., on July 1, 1877. He entered the military service on July 13, 1898, during the War with Spain as a temporary first lieutenant of the 8th United States Volunteer Infantry. He was mustered out on March 6, 1899, and on June 18, 1899, he enlisted as a private in Troop I, 9th Cavalry, of the Regular Army. He then served as corporal and squadron sergeant major, and on February 2, 1901, he was commissioned a second lieutenant of Cavalry in the Regular Army.
    PROMOTIONS
    He was promoted to first lieutenant on March 30, 1905; to captain on December 24, 1915; to major (temporary) on August 5, 1917; and to lieutenant colonel (temporary) on May 1, 1918. He reverted to his permanent rank of captain on October 14, 1919, and was promoted to lieutenant colonel on July 1, 1920; to colonel on February 18, 1930; to brigadier general (temporary) on October 25, 1940. He was retired on July 31, 1941, and recalled to active duty with the rank of brigadier general the following day.

    Lieutenant General Benjamin Oliver Davis Jr., is deputy commander in chief, U.S. Strike Command with headquarters at MacDill Air Force Base, Fla. He has additional duty as deputy U.S. commander in chief, Middle-East, Southern Asia and Africa.
    General Davis was born in Washington, D.C., in 1912. He graduated from Central High School in Cleveland, Ohio, in 1929, attended Western Reserve University at Cleveland and later the University of Chicago. He entered the U.S. Military Academy at West Point, N.Y., in July 1932 and graduated in June 1936 with a commission as a second lieutenant of infantry. In June 1937 after a year as commander of an infantry company at Fort Benning, Ga., he entered the Infantry School there and a year later graduated and assumed duties as professor of military science at Tuskegee Institute, Tuskegee, Ala. In May 1941 he entered Advanced Flying School at nearby Tuskegee Army Air Base and received his pilot wings in March 1942.

    Army ROTC
    The ROTC program provides University students with leadership, management, and tactical skills which enable transition to military duty. ROTC is not a major field of study. Rather, it is a program in which students pursue a baccalaureate degree and take leadership, management, and other military-oriented courses that qualify them to accept a commission as an officer in the U.S. Army, Army Reserve, or National Guard upon graduation. The program provides a general knowledge of the contemporary role of the Army in support of national objectives, and affords a practicum in leadership and management skills. Credits earned in military science courses apply toward graduation requirements. The Army ROTC program is divided into two parts, the basic course (freshman and sophomore years) and the advanced course (junior and senior years). Both courses are administered at Marquette University. Students enrolled in ROTC must pay a one-time $25 part-time studies application fee. Credit hours earned at Marquette University are transferred to UWM student transcripts and count towards GPA and elective credit.

    PURPOSE AND GOALS
    Upon graduation, qualified Naval ROTC midshipmen and/or officer candidates are commissioned as Ensigns in U.S. Navy or Second Lieutenants in the U.S. Marine Corps. Scholarship students receive commissions and are obligated to serve a minimum of four years on active duty.     NROTC PROGRAM
    FOUR-YEAR PROGRAMS [Up] TWO-YEAR OPTION Men and women who are junior college transfers are eligible to participate in the NROTC program if they are physically qualified and selected for training during their sophomore year. Each student selected will receive six weeks of Navy-oriented instruction and drill in lieu of the normally required freshman and sophomore naval science courses. Training occurs during the summer between the sophomore and junior years at the Naval Science Institute (NSI). Successful completion of the NSI course qualifies these students for enrollment in junior-year NROTC courses and for appointment as NROTC scholarship midshipmen. [Up] COMMENSURATE PROGRAMS

    General Richard Myers. (Staff photo by Jon Chase) The fight against terrorism is the most important job undertaken by the military in the past 37 years, a period that includes Desert Storm, the Vietnam War, and the Cold War's latter decades, Chairman of the Joint Chiefs of Staff Gen. Richard Myers told a Kennedy School audience Thursday (April 4). "In the 37 years I've worn this uniform, there's never been a more important task assigned to your military," Myers said. "If terrorist organizations can get a hold of weapons of mass destruction, they would use them." Myers spoke to a packed ARCO Forum crowd during a 20-minute speech, "Imperatives of the Global War on Terrorism," followed by a question-and-answer session.
