Financial Assistance for Families
What Is It?
Financial assistance programs support families in meeting the special needs related to having a family member with a disability living at home. Such assistance may prevent or delay out of home placement of the family member with a developmental disability or to facilitate the reunion of families whose family member is already out of home.
Who Provides These Services?
Family Support Program
began in 1993 when the Missouri Legislature passed HB 330 to provide financial assistance to Missouri families who have children with developmental disabilities living at home. This program was created to help maintain and enhance family care giving. The assistance is available in two forms:
Stipends: Stipends are awarded to families either on a monthly basis for a ten month period, or families are given a one time amount often referred to as a "grant." These are available to families with children under age 18 who have a developmental disability and live in their family home. There are income restrictions. Stipends/Grants are to be used for any good or service that benefits the child and his/her family. Families must reapply annually.
Low Interest Loans: These are for families with children of any age who have a developmental disability and live in their family home. The loans can be used for any service or goods that benefit the person and his/her family. Repayment of the loan may not exceed 60 months. Families may only receive one loan at a time.

INTRODUCTION Family Court Services
operates programs to meet the diverse needs of youth, families and the community. Through these programs, Court personnel aim to provide youth and families with new ways to cope, experience their potential, and assist youth in abstaining from delinquent behavior. Habilitative and rehabilitative services include: clear expectations and provide assistance in developing abilities to make good choices; recognize and experience individual potential; and opportunities to develop academic, vocational and life skills. There are additional preventative programs in place, developed and operated in collaboration with agencies and volunteers that strive to build stronger families, more effective parents and thereby reducing risks for children. These programs offer a broad range of services directed toward community problems encompassing both children and families, addressing parenting skills, issues of substance abuse, sexual abuse, lack of employment skills and opportunities, and education concerns.

Sara Jian Lopez Medicaid Waiver
The Sara Jian Lopez Medicaid Waiver allows access to funding for appropriate care and support for children with developmental disabilities so they may continue living at home with their families. Medicaid guidelines require parental income and resources be considered for children who live at home, but allow such income and resources to be disregarded for children who live out of the home, in an institution, a group home, or in other residential settings. The family of Sara Jian Lopez, who was born with developmental disabilities, lobbied the Missouri General Assembly to change some of the requirements in the Medicaid program. The waiver, which went into effect in 1996, is named after Sara, who died at the age of five. The waiver allows parental income and resources to be disregarded for permanently and totally disabled children living at home who otherwise would require services at an institution.

Missouri Partnership for Parental Assistance (MPPA) The MPPA is a statewide collaborative project funded by a four-year grant from the U.S. Department of Education to help parents become more informed and involved in their children's development and education. The MPPA promotes federal requirements for parental involvement in Title I schools. Project partners: Parents as Teachers ParentLink Practical Parenting Partnerships , Parental Assistance Coordinating Center, local school districts, Webster University AmeriCorps VISTA LIFT operates a national service program which places 30 full-time workers in family literacy programs and community libraries throughout Missouri. VISTA workers assist these programs for one year while gaining valuable work experience and earning funds to further their education. Project partners Corporation for National Service Missouri State Library , Missouri Community Service Commission, local family literacy programs, University of Missouri-Columbia Family Literacy Training and Technical Assistance LIFT provides high-quality basic and advanced training for adult educators, early childhood educators, and professionals in related fields to enable them to implement the innovative family literacy model. LIFT's ongoing technical assistance provides each family literacy program in Missouri expert advice and resources to help improve services to low-literate parents and their children.

CFS Child and Family Development Career Preparation According to the US Dept. of Labor, child care is a rapidly growing industry "with a shortage of college educated professionals to assume positions of today and tomorrow." Because of the growing demand for professional child care, and because of the present and anticipated shortage of college graduates with expertise in child and family development, now is an excellent time to consider child and family development as a field of study. Not only can they expect to find jobs upon graduation but also higher salaries as institutions compete for the few available grads. And perhaps most importantly, child and family development specialists can have the satisfaction that they will be working with society's most important resource-children. Salaries vary based upon level of position, previous experience, and geographic location. Metropolitan areas generally offer graduates more selection of positions and higher salaries. The child and family development program at SMSU is multi-disciplinary and provides students with several options around which to focus their programs of study. Students may choose to pursue programs focusing primarily on children, or they may elect programs that focus on families. In addition, all students receive individual advisement during which they can choose electives to reflect their special interests.

Family and Consumer Sciences Education programs prepare students for adult roles, family responsibilities, and careers related to family and consumer science content. Successful families do not just happen; they require sustained effort. Preparing individuals for the work of the family is basic and necessary for building strong families and a productive work force. Nearly one-third of the occupations expected to experience the largest growth in Missouri during this decade are related to family and consumer sciences content. Students can prepare for virtually hundreds of current and emerging careers such as dietetics, interior design, hospitality, fashion, food service, consumer services, education and family and children services. The Family and Consumer Sciences Section provides leadership, technical assistance, financial support and professional development activities for implementing and maintaining programs and the student career and technical organization, Family, Career and Community Leaders of America (FCCLA).

  • Yes. Foster care is included in the broad policy for out-of-home investigations, but a separate discussion relates to investigations in county foster homes.
Is kinship/relative care addressed in the policy?
  • The policy clearly states that it does not address reports when the children live with a relative.
What agency/unit is mandated to conduct the investigation?
  • The Missouri Department of Social Services (DSS), Division of Family Services, Children's Services Programs conducts the investigation.
  • Investigations are conducted by a specialized unit, the Out-of-Home Investigations Unit (OHI).
  • OHI investigates all county foster homes in which any legal status "1" children (county has custody?) are in the home, even if the child is not the child who is reported. In those cases in which biological children are reported and a legal status "1" child is also in the home, the investigation is done by OHI staff.
  • OHI is responsible for investigations of all out-of-home settings including, but not limited to, county foster homes. As noted above, homes where children live with relatives are excluded.
