Preamble Document 20 James Monroe, Views of the President of the United States on the Subject of Internal Improvements 4 May 1822 Richardson 2:14749 The Constitution of the United States was formed by a convention of delegates from the several States, who met in Philadelphia, duly authorized for the purpose, and it was ratified by a convention in each State which was especially called to consider and decide on the same. In this progress the State governments were never suspended in their functions. On the contrary, they took the lead in it. Conscious of their incompetency to secure to the Union the blessings of the Revolution, they promoted the diminution of their own powers and the enlargement of those of the General Government in the way in which they might be most adequate and efficient. It is believed that no other example can be found of a Government exerting its influence to lessen its own powers, of a policy so enlightened, of a patriotism so pure and disinterested. The credit, however, is more especially due to the people of each State, in obedience to whose will and under whose control the State governments acted. between the whole American people which has the same force and partakes of all the qualities to the extent of its powers as a compact between the citizens of a State in the formation of their own constitution. It can not be altered except by those who formed it or in the mode prescribed by the parties to the compact itself.

Resources Maladies and Conditions Top tall and broad At age 18 he was "a little over 6 feet tall, with broad shoulders and a massive, raw-boned frame." [ gunshot wound At the Battle of Trenton in 1776, a bullet grazed the left side of Monroe's chest, then hit his shoulder and injured the axillary artery (the major artery bringing blood to the arm). The artery bled profusely. Monroe's life was probably saved by the doctor who stopped the bleeding by sticking his index finger into the wound and applying pressure to the artery. Surgeons later attempted to remove the bullet, but could not find it. Monroe recovered from the wound in 11 weeks, but carried the bullet in his shoulder the rest of his life. [ recurrent malaria Contracted malaria while visiting a swampy are of the Mississippi River in 1785, and became very ill. He had several episodes of fever later in life, which were probably flare-ups of malaria. [ unknown In March 1815, Monroe developed a prolonged illness of unknown type. It was apparently due to the strain of his duties, which included both Secretary of State and Secretary of War during the War of 1812 (which lasted until early 1815). James Monroe was born on April 28, 1758, in Westmoreland County, Va. A William and Mary graduate, he served in the army during the first years of the Revolution and was wounded at Trenton. He then entered Virginia politics and later national politics under the sponsorship of Jefferson. In 1786, he married Elizabeth (Eliza) Kortright. Fearing centralization, Monroe opposed the adoption of the Constitution and, as senator from Virginia, was highly critical of the Hamiltonian program. In 1794, he was appointed minister to France, where his ardent sympathies with the Revolution exceeded the wishes of the State Department. His troubled diplomatic career ended with his recall in 1796. From 1799 to 1802, he was governor of Virginia. In 1803, Jefferson sent him to France to help negotiate the Louisiana Purchase and for the next few years he was active in various negotiations on the Continent. In 1808, Monroe flirted with the radical wing of the Republican Party, which opposed Madison's candidacy; but the presidential boom came to naught and, after a brief term as governor of Virginia in 1811, Monroe accepted Madison's offer to become secretary of state. During the War of 1812, he vainly sought a field command and instead served as secretary of war from September 1814 to March 1815.

Monroe's public career was shaped by three great influences: the American Revolution; the principles of the Republican party, which he helped found; and his diplomatic experiences. He worked to achieve the revolutionary ideal of a representative government based on free institutions, first through the battle to defeat the FEDERALISTS and, secondly, as president, by attempting to eliminate party divisions, which he regarded as destructive of republican government. Monroe's policies, stressing the concept of limited government and strict construction of the U.S. CONSTITUTION , were shaped in accordance with the principles of the Jeffersonian Republican party. As a result of his experiences as a diplomat, he acquired a determination to free the United States from subservience to European powers. Hence he rejected British proposals in 1823 for joint action to protect the newly won independence of the Latin American states in favor of a unilateral policy declaration later known as the MONROE DOCTRINE Unlike his close friends and political collaborators Thomas JEFFERSON and James MADISON , Monroe was neither an intellectual nor a political innovator. His talent lay in the practical implementation of ideals and policies. Without any gifts as an orator or writer, he owed his influence and prestige both to his generally recognized integrity and honesty and to his personal charm. The latter was largely the result of an evident personal warmth, a genuine thoughtfulness, and a temperament remarkably free from vindictiveness. He was able to work with little friction with men of the most varied character and ability. A slow thinker, who carefully canvassed all alternatives before making a decision, he was praised by his contemporaries for the soundness of his judgment. In many ways his values were those of the 18th century. Therefore, it was typical of him that during his presidency this tall, raw-boned, plain-looking man still wore the knee breeches and buckled shoes of an earlier age.

An orphan at age 16, he was fortunate to have as his guardian a wealthy uncle, Joseph Jones, who turned the young man's attention toward law and politics.
