    • Growth in spending on special education in Oregon significantly outpaced growth in spending on regular programs. From 1992 to 2000, spending per student on regular instruction grew at an annual average rate of 3 percent while spending per student on special education programs grew at an average annual rate of 14.3 percent. In 1992, Oregon K-12 schools spent $448 per student on special ed programs. By 2000, the system spent $1,301 per student.
    K-12 spending as a percent of personal income
    • During the 1990s, Oregon’s K-12 spending as a percent of personal income fell. Oregon’s total personal income increased at an average annual rate of 5.7 percent during 1990-2001. From 1991-2001, K-12 spending as a share of Oregonian’s personal income fell from 4.6 percent to 4.2. Over the decade, Oregon’s national ranking of K-12 expenditures as a percent of personal income fell from 12th to 23rd.

    Committee Overview:
    The public is welcome to become part of this committee. This group will have an extremely important function during the upcoming session of the Oregon legislature – that of pushing legislators to develop a stable funding source for K-12 schools.
    Oregon K-12 schools are in a financial crisis. Forest Grove School District already has cut over $1.6 million from the current year’s budget because of the shortfall in state revenues. If Measure 28 the proposed income tax increase – fails in January, we will face additional reductions. Many districts are facing even worse scenarios.
    Because funding for K-12 schools is tied primarily to income tax revenues, funding for K-12 schools will continue to fluctuate with every turn in the state’s economy. It is imperative that the Legislature take action in the 2003 session to provide a stable source of funding.
    The role of committee members will be to help in whatever way they can to persuade legislators to take action. For some, it may be simply emailing or telephoning their local legislators. Others may have the time and interest to attend pertinent legislative hearings or perhaps even to testify at a legislative committee meeting. One of our goals is to set up a network where we can keep district patrons informed about the different legislation that could affect K-12 education.

All providers offer high school courses. In addition, SK Online also has courses for elementary and middle-school students.
    Bridges for Learning

    Bridges for Learning offers courses delivered using the Internet and built around skills and objectives outlined in state and national performance standards. Instruction is learner-centered and real world oriented. Bridges for Learning does not offer correspondence or self-paced courses, but an interactive, learner-centered environment. Courses require extensive field and project work. Students are expected to participate regularly online through synchronous and asynchronous forums.
    Corvallis Online

    Corvallis Online seeks to provide students with opportunities to learn online and to earn Corvallis School District credit. Courses are taught by Corvallis School District teachers, and are available free to students within the Corvallis School District who are enrolled in Corvallis schools, or who are home schooled. Corvallis Online also invites students from outside the area to try a course using their tuition-based structure. Corvallis online courses are limited to 10 students and are aimed at students who have scheduling conflicts, need acceleration or remediation, have medical needs, have a preference for self-directed style learning, or who are home schooled.

    In support of this commitment, we have developed programs such as Art Access Chinese Art and Culture Outreach Kit and our Japanese Art and Culture Outreach Kit
    Through the Art Access program alone, the museum estimates it will reach 6,000 students next year in Lane County, including rural and underserved school districts.
    This project is supported in part by a grant from the National Endowment for the Arts, a federal agency.
    ArtsBridge at the University of Oregon ArtsBridge America , an arts education program created at the University of California at Irvine, has elected the UO Museum of Art in expanding its critically acclaimed program to Oregon schools. ArtsBridge at the UO, part of the ArtsBridge America network, will work in partnership with local public schools to provide high-quality arts education to K-12 school children. Scholarships will be awarded to those undergraduate and graduate students who teach the arts and lead projects in art and drama.
    The three primary objectives of ArtsBridge at the UO are to provide:
