    02:20 PM Sep. 16, 1999 PT VIENNA, Austria The United States is exporting genetically engineered corn to Russia in violation of newly passed Russian legislation, Greenpeace charged Thursday. The Greenpeace allegations are timed to attract attention from government representatives from around the world meeting here this week for informal negotiations on an international biosafety protocol. The treaty would control the transportation, handling, uses, and release of genetically modified organisms.

    The Foreign Projects Database is back! This database tracks worldwide projects in the power, oil and gas, water and environmental sectors. The Energy Division of the U.S. Department of Commerce's International Trade Administration monitors trade policy issues and develops appropriate interagency strategies to remove foreign trade barriers; leads bilateral and commercial energy working group activities with key foreign nations; and offers trade promotion services through trade missions, conferences, and trade shows. The Division’s work focuses on the following energy sectors:
    Power Generation and Distribution
    While a fully competitive U.S. market is vital to us, equally critical to the future of U.S. companies is their ability to compete successfully in rapidly expanding global power markets. Accordingly, the Energy Division recommends and advocates USG policies that enhance the competitive position of U.S. companies doing business in the international power markets. The Energy Division’s 1999 and 2000 business development missions to Mexico and Brazil further highlighted to government and industry representatives of both countries that U.S. power generation products, goods and services can help meet their growing demand for electricity.     Bush Administration Official Talks Trade in Russia
    Assistant Secretary of Commerce for Import Administration Faryar Shirzad today concluded a three-day trip to Russia aimed at boosting trade between the U.S. and Russia. In a press conference today with Russian Deputy Minister Medvedkov, Shirzad announced the signing of an amendment to the U.S.-Russia Comprehensive Agreement on Steel that allows steel producers to fully utilize the slab quota provided for under the United States 201 safeguard measure enacted by President Bush in March 2002 . "I am happy to be here in Moscow to sign this agreement. For the past year, delegations from the United States and Russia have worked side by side to address the decades long problems that have plagued the global steel market. Russia has not only been a partner and advocate in supporting the U.S. proposal to eliminate worldwide government subsidization of the steel industry, but has demonstrated great leadership by putting forth a plan to reform its own domestic steel industry. I look forward to continuing our work together at the next OECD High Level meeting in December," said Shirzad. Also this week, Shirzad initialed an amendment to the cut-to-length steel plate suspension agreement that will allow exports of steel plate to the U.S. beyond the current 5th year cut off. This amendment is the second agreement that the Bush Administration has initialed with Russian steel producers based on Russia's newly granted market economy status.

    INTERNATIONAL TRADE IN NORTHWEST RUSSIA IN 1999 SEPTEMBER 1999 resulted in a decrease in dollar value of exports and imports in the first half of 1999 compared to the same period of 1998. However, the increase in dollar value of international trade in the second quarter of 1999 compared to the first quarter of 1999 gives hope that the major negative impact of the crisis has been overcome and the trend of increasing dollar value of trade turnover will continue. End summary. 3. In the second quarter of 1999 the dollar value of international trade in Northwest Russia amounted to USD 2.87 billion (74 percent of the 1998 level). Dollar value of exports, which also decreased, exceeded imports by 79 percent. In general, the decline of the dollar value of international trade in the first half of 1999 was mostly due to a 64 percent decrease of imports from CIS countries and a 43 percent decrease of imports from foreign countries (exports decreased by 25 percent and 13 percent accordingly). Totally, in the first half of 1999, the dollar value of exports and imports decreased by 13 percent and 45 percent accordingly, compared to the same period in 1998. 4. Compared to the first quarter in 1999, the dollar value of international trade in the second quarter of 1999 increased by 23 percent, with exports and imports increasing by 29 percent and 14 percent accordingly. About 80 percent of exports and imports in dollar value were provided by exporters registered in the Northwest Customs region while the rest was provided by exporters and importers registered in other regions.

    International Trade Fair Opens in China, Russia Aboard
    A traditional trade fair opened on Saturday, June 15, in the Chinese town of Harbin, the Heilongjiang province bordering on the southern part of Russia's Far East . Present at the fair is Konstantin Pulikovsky, Russia's President's Plenipotentiary in the Far Eastern Federal District. The participants include delegations, companies and individual entrepreneurs from most all Russia's Far Eastern regions, which illustrates the significance of the event for the furthering of trade relations between Russia and China .
    According to Evgeny Anoshin, the press secretary to the President's Plenipotentiary in the Far Eastern Federal District, goods produced and technologies developed in Russia's Far East are presented in a single large exhibit.
    According to statistics, China is about to become the leading trade partner of Russia's Far East, large enough to compete with Japan and South Korea.
    Russia's Vneshtorgbank plays an important role in the further development of Russian-Chinese business relations. In order to finance Russia's companies doing business with China, the bank opens credit lines for Chinese banks for over USD 15 million. In addition to this

    and Humanitarian Aid
    Alaskans from across the state have worked at the grassroots level, and through charities, churches, Native organizations, and government at all levels in many humanitarian aid programs for the Russian Far East. In December 2000, the state of Alaska worked with the State Department to organize a humanitarian aid workshop in Anchorage to help Alaskans navigate the aid bureaucracy and smooth the flow of Alaska-RFE aid. Alaska has been the largest single source and impetus for humanitarian to the RFE, according to the Russian consul general at the Russian consulate in Seattle. Chukotka Numerous grassroots groups have sent food, clothes and materials to Chukotka. Alaska aid has been spearheaded by Alaskan Friends of Chukotka in Nome, Russian Far East Task Force in Anchorage, Russian Far East Missions in Homer and Palmer, Samaritan's Pursue in Soldotna, SOAR International in Soldotna, Matanuska-Susitna Borough Operation Russian Far East, North Slope Borough and many others. The Alaska Red Cross plans to help organize a counterpart Red Cross in Chukotka. In addition to the humanitarian aid sent to Chukotka, Alaskans have sent tools, supplies and equipment to Native subsistence hunters to help provide the materials needed for a sustainable subsistence economy. The North Slope Borough has been providing fishing nets, outboard motors, binoculars, harsh weather clothes and other practical necessities for subsistence hunting and fishing activities. The North Slope Borough even donated generators to the village of New Chaplino.
