CSIS Panel Report May 2002 152 pp. ISBN $21.95 (pb) Since the end of World War II, the foreign policy of the United States has combined two basic approaches to describing and prescribing the behavior of great and small powers in the international system. Though they have experienced many theoretical modifications over the years, these two approaches remain at their core political idealism and political realism. During the Cold War, U.S. foreign policy borrowed from both of these prescriptions for America's role in the international community. However, a major shift occurred with the collapse of the Soviet Union in 1991. Idealists-from both the Democratic and Republican Parties-seized upon the euphoria associated with the end of communism and used it to advance their own approach to U.S. post-Cold War foreign policy.

The World Bank thinks the war in Iraq will slow world economic growth in the first quarter of this year by half a percentage point, The Wall Street Journal writes. The Bank predicts that the world economy will grow only 2.3% this year, where last December it was predicting growth of 2.5%, 3.6% last July. Bank experts say the Iraq war is the main factor in the slowdown. The war has become a negative phenomenon against the background of an already anemic global economic recovery, the manager of the World BankÂ’s international financial group said. The euro exchange rate relative to the dollar will not change appreciably this year. Sergei Ignatiyev, the Central Bank chief, offered this opinion on Wednesday, April 2. But, he noted, The longer and harder the events in Iraq, the bigger the foundation for the dollar rate to fall in comparison with other currencies.

Amnesty International leaflet: Trading in terror - military, police and security transfers
Amnesty International's campaigning focuses on some of the gravest human rights abuses such as torture, "disappearance" and political killings. There is clear evidence that some transfers of military, security and police (MSP) goods or services to countries where human rights are abused can aid or exacerbate such abuses. This is why strict controls and vigilant monitoring are needed to ensure that such transfers do not occur.
Amnesty International recognizes that there can be legitimate arms sales or other military or security assistance. It calls on governments to abide by their international human rights obligations and humanitarian law. These include ensuring that they do not authorize any transfer of arms or equipment to a state where there is a clear risk that they will fall into the hands of those likely to commit serious human rights abuses.
The global trade in weapons, equipment and know-how can involve a complex chain of clandestine and circuitous routes by which money and equipment flow across borders, sometimes involving false companies, offshore accounts and evasions of those export restrictions that do exist.

The devaluation of the rouble led to immediate inflationary pressures. Inflation rose to 15% in August 1998 against 2% in July and for the year as a whole, is expected to reach 48% (1997: 15%). The situation has been further aggravated by monopolistic pricing practices in trade, increase in customs duty and value added tax (VAT) and the introduction of sales tax in certain regions. Balance of Payments Foreign trade account for only a small proportion of the national economy. Russian exports represent expected to remain the same at 3.9% in 1999 due to strong domestic demand the on-going economic reforms and improving conditions in the world economy. Hong Kong SAR's economy is expected to improve from negative growth to zero in 1999 as economic recovery begins to take effect in other Asian countries. External trade in both goods and services and domestic demand should gradually pick up. Property prices are also expected to stabilise with intensified building activity particularly in the public sector.

Under the Tariff Act of 1930, U.S. industries may petition the government for relief from imports that are sold in the United States at less than fair value ("dumped") or which benefit from subsidies provided through foreign government programs.
Under the law, the U.S. Department of Commerce determines whether the dumping or subsidizing exists and, if so, the margin of dumping or amount of the subsidy. The ITC determines whether the dumped or subsidized imports materially injure or threaten to materially injure the U.S. industry.
